The overall goal of the project is to maintain Belarus in the concentrated phase of HIV epidemics and decrease AIDS mortality. The goal is set in accordance with the international commitments of Belarus towards the MDGs and recommendations to scale up efforts toward the goal of universal access for HIV prevention, treatment, care, and support and the national commitments set in the Universal Access Targets.
