In the heart of Terekeka County, South Sudan, a transformative shift took place. For years, this community has faced significant challenges in accessing justice due to scattered villages, inadequate infrastructure, and a long history of unresolved cases. However, the arrival of a circuit court in August 2024 marked a pivotal moment that the people of Terekeka have long awaited.

From August 19th to September 6th, the UNDP-supported Judiciary of South Sudan deployed a circuit court to Terekeka, bringing judges, prosecutors, advocates, and court clerks directly to the community. For many, this was their first real opportunity for resolution, accountability, and peace.

The urgency of the situation was underscored by the 98 cases awaiting trial, including 32 serious criminal cases requiring a High Court judge's expertise and 66 other cases pending judgment by the county court. Among the accused were women facing severe charges such as murder and arson, while others faced accusations of assault and adultery. Overcrowding in the local prison, with more than 100 inmates in a facility meant for just 80, highlighted the desperate need for judicial intervention. Men, women, and even a young juvenile were all waiting for judgments that had seemed unattainable for far too long.

The circuit court swiftly got to work, ultimately adjudicating a total of 144 cases—10 civil and 134 criminal. In the end, 80 prisoners were released, finding closure after months or even years of uncertainty, while 54 individuals were convicted. This decongestion in the prison provided much-needed relief. The court also recovered seven firearms from the community, reinforcing its commitment to justice, peace, and security in Terekeka.

The success of the circuit court was significantly bolstered by the engagement of the county government, local authorities, and the community. The county government facilitated court space and security, while complainants and witnesses actively participated in hearings. This marked a new chapter of trust and transparency, as community members observed trials and voiced concerns. Their involvement was crucial, strengthening the foundations of justice and fostering an environment for peaceful dispute resolution.

Despite the circuit court's success, it is recognized that this is just the beginning. While these courts provide essential services, they are temporary. The ultimate goal is the establishment of permanent judicial structures throughout South Sudan, ensuring that every citizen can access justice, regardless of their location. The Government of South Sudan faces a critical call to action to prioritize building these permanent courts and creating a resilient, accessible legal system.

The remarkable achievements of the circuit court would not have been possible without the steadfast support of the Kingdom of the Netherlands. Their funding empowered the people of Terekeka to take significant strides toward justice, peace, and a brighter future. By supporting South Sudan’s justice system, the Kingdom is helping to lay the groundwork for a nation grounded in fairness, peace, and the rule of law.

As Terekeka’s residents witnessed the conclusion of the legal teams’ efforts, they recognized that something vital had taken root in their community. For the first time, justice felt attainable and within reach. With ongoing partnerships, a collective commitment to justice, and aspirations for permanent courts, the vision of accessible justice for all South Sudanese can truly become a lasting reality.
